When are we morally obligated as a society to help the homeless, and is coercive interference justified when help is not asked for, even refused? To answer this question, we propose a comprehensive taxonomy of different types of homelessness and argue that different levels of autonomy allow for interventions with varying degrees of pressure to accept help. There are only two categories, however, where paternalism proper is allowed, be it heavily qualified. The first case is the homeless person with severely (...) diminished autonomy as a result of mental illness, and the second case is the homeless person who runs a risk of serious and imminent harm to self. In the first case, namely, that of soft paternalism, we argue that coercive intervention in the case of a refusal to accept help should be focused on the provision of housing that meets basic needs—needs that we outline in the article. In the case of imminent and severe harm to self, the case of hard paternalism, we argue that forced intervention can only be allowed if it is temporary and local, namely focused on getting someone out of harm’s way. Homelessness is an obvious moral challenge, given the fact that it is a problem that millions of people in the developed world have to deal with on a daily basis. In the relatively scarce literature on this subject, there appear to be—roughly—three main approaches, namely, what I will refer to as the “difference approach,” the “liberal approach” and the “care approach.” In the paper I will critically review these three moral perspectives on the issue of homelessness. I will argue that (...) the difference approach and the liberal approach in the end are unconvincing. Homelessness can hardly be interpreted in terms of an internally valued group identity nor in terms of autonomy and its preconditions. I will defend a version of the care approach instead, an approach that focuses on the concrete and particular needs of the homeless. (shrink)

Axel Honneth draws a distinction between three types of recognition: (1) love, (2) respect and (3) social esteem. In his The Struggle for Recognition, the recognition of cultural particularity is situated in the third sphere. It will here be argued that the logic of recognition of cultural identity also demands a non-evaluative recognition, namely a respect for difference. Difference-respect is formal because it is a recognition of the value of a particular culture not "for society" or "as such", but for (...) the social group involved. Yet, although it is formal, difference-respect cannot be reduced to respect for personal autonomy and its preconditions, as Honneth wrongly suggests in Redistribution or Recognition? It is argued here that difference-respect is oriented towards another dimension of the person, namely social attachments. This kind of respect entails a separate register of formal recognition with a corresponding concept of personal identity and a parallel category of social disrespect. What morally justifies difference-respect from a recognition-theoretic approach is the practical relation-to-self that thus becomes possible, namely self-respect as a sense of belonging. The formal conception of the good life that Honneth articulates should include the insight that this sense of belonging is as much a necessary condition for the good life as is personal autonomy. The moral justification of Will Kymlicka's theory of minority rights is unconvincing. According to Kymlicka, cultural embeddedness is a necessary condition for personal autonomy (which is, in turn, the precondition for the good life) and for that reason liberals should be concerned about culture. I will criticize this instrumentalism of social attachments and the moral monism behind it. On the basis of a modification of Axel Honneth's theory of recognition, I will reject the false opposition between the instrumental value and (...) the intrinsic value of culture. Honneth makes a distinction between three types of recognition: (1) love; (2) respect; and (3) social esteem. Recognition of cultural difference is situated in the third sphere. But the logic of a recognition of cultural difference also demands a non-evaluative recognition, a respect for difference. Difference-respect cannot be reduced to the recognition of personal autonomy or to the recognition of a culture ‘as such’. Difference-respect is concerned with a formal recognition of difference, namely the recognition of a culture's intrinsic value for the other. But the logic of a recognition of cultural difference, also asks for a non-evaluative recognition, a respect for difference. Differencerespect cannot be reduced to personal autonomy, but is oriented towards another dimension of the human condition, what we call social ties. By recognising the moral importance both of personal autonomy and of social ties, we do not have to surrender to the reductive bent in modern moral philosophy. Intercultural citizenship seems to benefit from certain generic aspects of city life that carry a negative quality, such as “blasé attitude” or the typical “indifference” of city dwellers. The main part of this essay argues that this observation allows the formulation of a moral minimum—a threshold conception—of intercultural citizenship in the urban setting, namely, what I call side-by-side citizenship. A certain level of indifference makes possible personal freedom and a tolerant multicultural city, although there are more ideal formulations of intercultural (...) citizenship, such as in terms of agonism or cosmopolitanism. However, these more ambitious forms easily become too demanding given the muddle of everyday urban living conditions, which tend to promote mutual reserve and impersonal social relations. A modest and realistic conception of intercultural citizenship could prove crucial in motivating citizens to act according to some minimal standards. (shrink)

The recent claiming of Simone de Beauvoir's legacy by French feminists for a policy of assimilation of Muslim women to Western models of self and society reduces the complexity and richness of Beauvoir's views in inacceptable ways. This article explores to what extent a politics of difference that challenges the ideals and political strategies of abstract liberalism can be extracted from and legitimized by the philosophies of Simone de Beauvoir and Jean-Paul Sartre. Without assuming their thought is identical, we can (...) read them as elucidating each other and as implicitly exposing weak and strong points in their respective philosophies on ethnocultural relations and social identities. In this review article, I discuss some of these and conclude that concerns about the ‘common good’ and hence about the discipline of political theory should take reflections on urban design, planning, and architecture into account. Richard Sennett can be interpreted as one of the more robust representatives of a current critique with regard to ethnic communities in urban areas, namely, that such ethnic enclaves are a proof of urban disintegration and failing citizenship. Firstly, I take issue with Sennett’s assumption that there is an inherent tension between in-group solidarity and the ability to deal with members of perceived out-groups. Secondly, instead of simply cutting citizens off from the wider public sphere and leaving them politically ineffective, (...) as Sennett argues, urban communities can be instrumental in a struggle for emancipation and equal rights. Thirdly, a sense of belonging is a basic aspect of human well-being. Urban villages or ethnic clusters are able to provide this. Therefore, as long as a local identity is not exclusive or the effect of involuntary segregation, ethno-cultural concentrations in the city are acceptable from the moral-political point of view.
